The Alaska Public Works Program was authorized during the 81st Congress through the Alaska Public Works Act, Public Law 264. Dr. Chapman was a fisheries biologist and administrator at the University of Washington. He obtained his degrees from the University of Washington. Between 1933 and 1942 he worked as biologist for the International Fisheries Commission, Washington State Department of Fisheries, and U.S. Fish and Wildlife Service.
